The guest registration form temporarily saves your in-progress answers using your browser's local storage, so an accidental refresh doesn't lose what you've typed. This data stays on your own device, is never sent anywhere, and is cleared automatically once you successfully submit the form.
South African and international cookie-consent rules exist to give people control over non-essential tracking, such as advertising or analytics cookies. Since this system doesn't use any of those, only a single functional session cookie required for the system to work at all, there is nothing here that legally requires a consent banner.
